Your manager runs the training ground. Your sporting director works the market. You decide who they are, what they cost, and how long their patience lasts.

Scouts report ranges, not certainties. The better your scouting, the narrower the guess. Approve the fee, sign off the wages, and hope the report was right.

Gate receipts, sponsorship, prize money and a wage bill that grows every time you say yes. Promotion pays. Relegation does not.
